DOWNLOAD INFORMATION DISCUSSED AT THE SYMPOSIUM:
♦  Primary Care Saves Money
♦ Principles for Physician Payment Reform to Support the Patient-Centered Medical Home

Washington State must prioritize primary care and the Patient Centered Medical Home (PCMH) in all of its health care delivery system related decisions. A policy emphasis that encourages the delivery of the right care, at the right time, in the right place will save money and improve the health of people in Washington State.

We challenge the public and private medical communities to create a system where every patient is cared for by a primary care provider in a medical home setting in the next 5 – 10 years.  We suggest that it will require:

  • Payment reform.  Payment reform that recognizes the value of whole-person care delivered in a PCMH. The state and private payers should stop rewarding piecemeal health care delivery and volume of services rendered, and focus resources on prevention of illness and coordination of care.  The current system incentivizes inefficient and, often, inappropriate care; it should be reformed.
  • Insurance reform.  It should be mandatory that all patients have a primary care provider working in a PCMH setting. All state or private insurance programs should also cover, at minimal or no cost to the patient, appropriate primary care: (a) access for acute care in the clinic, (b) management of chronic disease, (c) preventive care and (d) end-of-life care.
